This standard describes a method for evaluating the qualifications of coating and lining inspection companies who perform quality control or quality assurance inspection of applied coatings and linings.

The purpose of this procedure is to determine whether a coating inspection company has a corporate organization that clearly defines the authority and responsibilities of positions typically required for operation of a Coating Inspection Company, employs qualified management and inspection personnel, has established and implemented a viable quality management system, and has knowledge of industry technical standards and inspection practices.

This standard is a part of the AMPP accreditation program for firms. Although the standard references certifications and qualifications for individuals, those certifications and qualifications are administered through separate programs.

This standard defines the process for preparing a carbon steel surface to the near-white metal degree of surface cleanliness using a dry abrasive blast method of cleaning. It is intended for use by coating or lining specifiers, applicators, inspectors, or others whose responsibility is to specify a standard degree of surface cleanliness for carbon steel surfaces to be achieved by dry abrasive blast cleaning. or to prepare or inspect carbon steel to conform to defined requirements.

The primary functions of blast cleaning before coating are

a) to remove material from the surface that can cause early failure of the coating, and

b) to obtain a suitable surface profile (roughness) to enhance the adhesion of the new coating system.

HISTORICAL DOCUMENT. This standard covers surface preparation of coated or uncoated metal surfaces other than carbon steel prior to the application of a protective coating system. Surface preparation using this standard is used to uniformly roughen and clean the bare substrate and to roughen the surface of intact coatings on these metals prior to coating application. Substrates that may be prepared by this method include, but are not limited to, galvanized surfaces, stainless steel, copper, aluminum, and brass. For the purpose of this standard, the zinc metal layer of hot-dip galvanized steel is considered to be the substrate, rather than the underlying steel. This standard is not to be used for cleaning coated or uncoated carbon steel substrates.

Standards Used for ‘Partial’ Coating Removal During Maintenance Painting

Common methods of maintenance painting have either involved complete removal of existing paint (e.g., SSPC-SP 10, Near White Blast Cleaning) or highly localized preparation of corroding areas using power or hand tools (e.g., SSPC-SP 2 or SSPC-SP 3). Sometimes projects may be designed to an intermediate level where the intent is to reduce the surface preparation level of effort by allowing “good” coatings to remain. In these cases, abrasive blasting or ultra-high pressure water jetting may be used to prepare the entire surface, but well adhered aged coating is allowed to remain.
