California’s Architectural Coatings Surveys

In California, local air districts have regulations that limit the volatile organic compound (VOC) content of architectural coatings. The California Air Resources Board (ARB) provides assistance to local districts when developing regulations. This assistance includes developing Suggested Control Measures which serve as model rules for local districts. ARB also provides assistance by conducting periodic surveys of coating manufacturers to gather data on all of the architectural coatings sold in California during a particular year.

ARB has conducted eight architectural coating surveys to gather sales data for the following years: 1975, 1980, 1984, 1988, 1990, 1996, 2000, and 2004. These surveys have provided valuable data that is used by ARB, local districts, and other agencies to compile emission inventories and develop coating regulations. Survey results reveal significant changes in the California coatings market during the last thirty years. The primary change has been a shift from solventborne to waterborne coatings. In addition, coatings technologies have changed to incorporate resins that use little or no solvents. In 2007, ARB plans to modify the Suggested Control Measure for Architectural Coatings, so it is expected that some VOC limits will be lowered by 2010.
