In California, local air districts have regulations that limit the volatile organic compound (VOC) content of architectural coatings. The California Air Resources Board (ARB) provides assistance to local districts when developing regulations. This assistance includes developing Suggested Control Measures which serve as model rules for local districts. ARB also provides assistance by conducting periodic surveys of coating manufacturers to gather data on all of the architectural coatings sold in California during a particular year.

Today, the push to find more environmentally friendly solutions for paints and coatings has become very important. Paints contain volatile organic compounds (VOCs), that contribute to ground level ozone and smog and can be harmful to human health and air quality. VOC limits for formulated coatings have been instituted by local governments to meet the highest air quality standards. One such regional regulation set a limit of 100 g/L for industrial maintenance coatings in the South Coast Air Quality Management District (SCAQMD) of Southern California in 2007.
Formulators of these coatings need to address the legislations strongly pushing toward lower VOC content. All around the World, Governments, Paint Manufacturers and Applicators are still discussing viable options, though there is no doubt that challenges related to higher solids content in coating formulations will continue to increase.
