Due to the presence of actual leakage or the potential for leakage through the body to bonnet bolted connection of some reactor coolant system check valves some pressurized water nuclear power plants in the United States have installed Seal Cap Enclosures to contain pressure boundary leakage. These enclosures are not designed to function as the pressure boundary. That function is retained by the body to bonnet to bonnet bolts. The design of the seal cap enclosures precludes the inspection of the pressure boundary bolts which are constructed from A286 stainless steel. This paper considers operating experience associated with these enclosures the environment within the enclosures the potential for cracking of the enclosures the potential for cracking of the bolting material within the enclosures and actions taken to date by the NRC and nuclear industry with respect to these enclosures.
