CORROSION POLICY AND OVERSIGHT OFFICE OF THE UNDER SECRETARY OF DEFENSE FOR ACQUISITION, TECHNOLOGY AND LOGISTICS

We have known for years that our country’s infrastructure has been deteriorating, with little being done to prevent further degradation or to restore vital roads, bridges, tunnels, airports and railways to a safe, operable condition. Because of this serious problem, President Donald Trump promised a $1 trillion infrastructure investment to repair what he called the nation's "crumbling" infrastructure, and to initiate a "new program of national rebuilding."

No doubt, SSPC and other infrastructure-related associations will play a vital role in this process. The Department of Defense’s (DoD) infrastructure is a microcosm of the nation’s infrastructure. We have the same types of facilities, structures and utilities suffering from the insidious, pervasive effects of corrosion. And, we have developed effective planning methods and maintenance processes to prevent, control and mitigate the effects of corrosion. We also fund and manage advanced corrosion research as well as technology development projects to solve difficult material degradation problems and improve our corrosion prevention and mitigation processes. The DoD has developed a comprehensive infrastructure website with planning tools and material sustainment guidelines, as well as details of our corrosion research and development program as applied to infrastructure. This includes corrosivity studies that provide indices of vulnerability to material degradation at geographical locations throughout the United States. The website’s contents are available to all interested organizations. This paper provides details of our planning methods and various maintenance approaches and suggests how they might be applied to a national infrastructure rebuilding initiative. It suggests opportunities for leveraging the Whole Building Design Guide as a source of specifications and processes for infrastructure rebuilding. In summary, this examines national infrastructure investment and rebuilding program objectives and translates these objectives into tangible opportunities for future consideration by SSPC and other organizations.
