The purpose of this paper is to explain and show how an Integrity Management Program can be used to provide valuable and important information critical to a LDC (Local Distribution Company). Under the newly enacted 2002 Pipeline Safety and Security Act, all pipeline operators, both gas and hazardous liquid, must start a pipeline integrity program for those lines that are contained in either USA's (Unusually Sensitive Areas) or HCA's (High Consequence Areas). For gas operators, USA's are not an issue since gas leaks disperse into the atmosphere. For liquid operators, this is a major concern. Most LDC's have a majority of their distribution systems in HCA's and many have a similar proportion of their transmission systems in HCA' s.
