The traditional contracting business operations utilize three distinct programs – Safety, Quality and Policy/Procedures. These programs are typically found in three distinct manuals – The Safety Manual, The Quality Manual, and the Policy/Procedure Manual. This paper suggests that a “process approach” in a standardized quality management system can be used to integrate the three programs.
For too many people, quality is something nebulous and immeasurable. General terms like “craftsman like manner” have been used but with mixed results. What is required is a “team” effort where all parties involved understand not only the scope and desired outcome but also have a means of communicating what is meant by “craftsman like manner”. Located on the banks of the Kanawha River surrounded by the rugged Allegheny Mountains, the gilded lead-coated copper dome of Cass Gilbert’s 1932 West Virginia State Capitol has never successfully weathered the harsh climate nor withstood the test of time. Although beautifully detailed and successful at resisting water infiltration, the dome’s appearance was problematic soon after its completion and has remained so even after four significant refinishing campaigns - in 1946, 1961, 1977 and most recently in 1988.
A case study of how poor initial quality control resulted in a complete coatings rework of the underwater bottom (exterior hull) of a large Floating Storage Unit (FSU) and how a good quality control program, during rework, resulted in the documented long term performance of the second application underwater hull coating system.
